Opposition continues to stall proceedings in Parliament over various issues

Opposition parties continued to stall proceedings in Parliament today over various issues. Both, the Lok Sabha and the Rajya Sabha were adjourned for the day amidst noisy scenes.

As soon as the Lok Sabha met for the day, TDP and YSR Congress members rushed to the well demanding special category status to Andhra Pradesh. AIADMK members were demanding the setting up of Cauvery River Management Board.

Parliamentary Affairs Minister Ananth Kumar requested the Chair to take up the Finance Bill and Appropriation Bills immediately after Question Hour. He said, for last two weeks, the opposition has been continuously disrupting the proceedings of the House despite repeated appeals by the government that it is ready for holding discussion on any issue.

Later, after the first adjournment, the House gave its seal of approval to the Union Budget 2018-19 with the passage of the Finance Bill, 2018 and Appropriation Bills by applying the guillotine process. Finance Minister Arun Jaitley moved the Finance Bill 2018 in the House, which contains taxation proposals as well as the Appropriation Bill that details spending in various departments, amid din by slogan-shouting opposition. The bills were passed by voice vote.

The appropriation bill was approved after a guillotine was applied which essentially means that all outstanding demands for grants of various Ministries are put to vote at once whether they are discussed or not.

With the passage of the Finance Bill and the Appropriation Bill, the budget exercise is completed in the lower house. After that, the Speaker adjourned the House till tomorrow.
In the Rajya Sabha, opposition members stalled the proceedings during the Zero Hour. Chairman M Venkaiah Naidu adjourned the House till 2 PM as the agitating members trooped into the well raising slogans over various issues. The situation was no different after the House re-assembled, and the proceedings were adjourned for the day.
